NO. 189, H.D. 1 HOUSE RESOLUTION REQUESTING THAT THE DEPARTMENT OF THE NAVY AND RIMPAC TERMINATE THE USE OF KAHO'OLAWE AS A BOMBING TARGET. WHEREAS, the island of Kaho'olawe has approximately 544 archaeological sites, including adze quarries, petroglyph clusters, fishing shrines, temples, dwelling and camp sites, and burial sites which illustrate the detailed and complex record of nearly 1,000 years of habitation by the Hawaiian people; and WHEREAS, as a result of the historical and archaeological significance of the island of Kaho'olawe, the entire island of Kaho'olawe was placed on the National Register of Historic Places on March 18, 1981; and WHEREAS, the island of Kaho'olawe has been unofficially under the jurisdiction of the U.S. Department of the Navy since 1941 when Kaho'olawe Ranch subleased the island to the U.S. Navy; and WHEREAS, on February 25, 1953, President Eisenhower issued Executive Order 10436 which officially directed the U.S. Navy to assume complete authority over Kaho'olawe during the Korean Conflict; and WHEREAS, under the agreement allowing naval use of the island of Kaho'olawe, the U.S. Navy is obligated to eventually restore and return Kaho'olawe to civilian use; and WHEREAS, Kaho'olawe truly belongs to Hawai'i and not to the U.S. Navy which uses the island as a bombing range; and WHEREAS, Kaho'olawe will be returned, but no dates have been set for the ending of the bombing and the return of the island; and WHEREAS, the bombing of Kaho'olawe is not limited to the United States Navy and other branches of the United States military; and WHEREAS, since 1971, the United States has invited the nations of Australia, New Zealand, and Canada to participate in the RIM of the Pacific Exercises (RIMPAC), which include the bombing of Kaho'olawe; and WHEREAS, since 1980, Japan has been invited to participate in RIMPAC, but has not yet participated in the bombing of Kaho'olawe; and WHEREAS, RIMPAC '80 involved approximately 41 naval ships, 200 aircraft, and 20,000 men; and WHEREAS, RIMPAC '80 was extremely destructive to the island of Kaho'olawe; and WHEREAS, RIMPAC '82 has been scheduled to take place in April, 1982; and WHEREAS, the bombing of Kaho'olawe is contrary to the concept of ALOHA 'AINA (LOVE OF THE LAND), which has real meaning to the people of Hawai'i; and WHEREAS, ALOHA 'AINA embodies the life and spirit of Hawai'i, especially when one considers the importance of the land which nurtures our bodies and spirits; and WHEREAS, the U.S. Navy has shown great disrespect and insensitivity to the people of Hawai'i by using Kaho'olawe as a bombing target and by inviting other nations to participate in the bombing of Kaho'olawe; and WHEREAS, the people of Hawai'i should have the right to determine how its 'AINA is used; and WHEREAS, the people of Hawai'i have continually requested the U.S. Navy to discontinue the bombing of Kaho'olawe and to return the island to the people of Hawai'i; and WHEREAS, the State House of Representatives, the State Senate, the Governor, and the members of Hawai'i's congressional delegation have expressed an understanding of the problems of Kaho'olawe; and WHEREAS, both the State House of Representatives and Senate have previously passed resolutions requesting the United States government to stop the bombing of Kaho'olawe; and WHEREAS, the U.S. Navy has continued to disregard the will of the people of Hawai'i and the resolutions passed by the State House of Representatives and Senate, and the feelings expressed by its elected officials; and WHEREAS, the U.S. Navy should heed the will of the people of Hawai'i and stop the bombing of Kaho'olawe; now, therefore, BE IT RESOLVED by the House of Representatives of the Eleventh Legislature of the State of Hawai'i, Regular Session of 1982, that the United States Department of the Navy discontinue the use of the island Kaho'olawe as a RIMPAC bombing target as part of the 1982 exercises and in all future RIMPAC exercises; and BE IT FURTHER RESOLVED that the United States Department of the Navy issue no further invitations to other nations to participate in the bombing of Kaho'olawe; and BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States; the Secretary of the Navy; the members of Hawai'i's congressional delegation; the Governor; the Mayor of Maui; the Protect of Kaho'olawe 'Ohana; and the Heads of State of Australia, New Zealand, Canada, and Japan. -=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=- ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: :: -= THE FOURTH WORLD DOCUMENTATION PROJECT =- :: :: A service provided by :: :: The Center For World Indigenous Studies :: :: www.cwis.org :: ::::::::::::::::::::::::::::::::::::::::::::::::::::::::::: Originating at the Center for World Indigenous Studies, Olympia, Washington USA www.cwis.org © 1999 Center for World Indigenous Studies (All Rights Reserved.
