Council of State

The leading citizens of the Land of Oz who serve as chief advisors to Ozma. When called together by Glinda the Good for advice on responding to Dorothy and Ozma's call for help from the Magic Isle, the council members are: the Tin Woodman, Scraps, Shaggy Man, Tik-tok, Jack Pumpkinhead, Cap'n Bill, Professor Wogglebug, Forgman, Uncle Henry, and the Wizard of Oz.
